House Bill No. 3 Becomes Law: Governor Taft signed House Bill 3 into law on Thursday July 26th during ceremonies held in Schiller Park, Columbus. The bill became effective upon his signature.
Language in the bill limiting the leveraging other state funds with Clean Ohio funds has been removed.
Procedures for the appointment of a Natural Resources Assistance Council in each of the nineteen public works integrating districts have been developed as well as guidelines for the nomination of council members by organizations required to be represented on the councils by House Bill 3.
Nominations must be submitted to the appropriate integrating committee on or before September 7, 2001. Each integrating committee is required to complete appointments to their respective councils by October 22, 2001.
Once established, each Natural Resources Assistance Council shall develop a project selection methodology to evaluate and prioritize project applications. A model methodology to serve as a guideline for councils will be available in early September.
Application materials, for eligible applicants defined in the bill as local political subdivisions and nonprofit organizations, will be available in October. Guidelines for applying, including dates to submit applications will be established by the individual councils.
A Clean Ohio Open Space Conservation Program feature has been created on the Commission's web site, www.pwc.state.oh.us. Advisories on the implementation of the Clean Ohio Open Space Conservation Program and Natural Resources Assistance Council nomination materials are available for viewing or downloading.
